Announcement on the Application for Student Loan Support from the HUFLIT Student Assistance Fund for the Academic Year 2025–2026

Based on Decision No. 936/QĐ-ĐNT dated June 6, 2024, issued by Ho Chi Minh City University of Foreign Languages and Information Technology (HUFLIT) on the promulgation of the Regulations on the Use of the Student Assistance Fund for full-time students currently studying at HUFLIT, the University hereby announces the implementation of the HUFLIT Student Assistance Fund loan program for the academic year 2025–2026 with the following details:

I. GENERAL REGULATIONS

  1. Eligible Applicants

Full-time undergraduate students currently studying at HUFLIT who are in difficult financial circumstances, striving to overcome hardship in their studies, and fall into one of the following categories:

1.1  Students who are orphans of both parents, or orphans of either father or mother, while the remaining parent is unable to work

1.2  Students who belong to households classified as one of the following:

  • Poor households as defined by law;

  • Near-poor households as defined by law;
  • Households with average living standards as defined by law;

  • Students whose parents are wounded soldiers or martyrs and are currently in difficult financial situations.

           1.3  Sinh viên mà gia đình gặp khó khăn về tài chính do tai nạn, bệnh tật, thiên tai,              hỏa hoạn, dịch bệnh có xác nhận của Ủy ban nhân dân xã, phường, thị trấn nơi cư trú.

  1. Eligibility Conditions

Full-time undergraduate students (first-degree program) currently studying at HUFLIT who are in difficult financial circumstances and striving to overcome hardship in their studies, belonging to one of the three categories (1.1, 1.2, or 1.3), must also meet the following conditions:

2.1  Students must hold Vietnamese nationality.

2.2  Freshmen of Intake 31-2025 admitted to HUFLIT through their first-choice major in the 2025 admission cycle, who are in financial hardship, demonstrate perseverance in learning, have a Grade 12 GPA of 7.5 or higher, and a “Good” conduct rating

2.3  Students of the 2024 intake must have achieved an academic performance of “Fair” or higher (GPA ≥ 2.5/4) and a conduct score of at least 70/100 for the two most recent consecutive semesters.

2.4  Students of the 2023 and 2022 intakes must have achieved an academic performance of “Fair” or higher (GPA ≥ 2.5/4) and a conduct score of at least 70/100 for the three most recent consecutive semesters.

2.5  Students must commit to graduating on schedule according to the official study plan. In cases of force majeure, students may graduate no later than six (06) months after the scheduled time, provided that they submit a written explanation and receive official approval from the University.

2.6  Final-year students must meet all graduation requirements related to mandatory certificates (foreign language, informatics, national defense education, and physical education).

2.7  Students must not be under any disciplinary action of reprimand or higher and must not violate university regulations or national laws at the time of consideration for financial support.

2.8  Other special cases shall be considered and decided by the University Council.


  1. Form of Financial Support

    The University provides financial assistance to students in the form of a loan, which is transferred directly into the student’s financial account to cover tuition fees.

  1. Level, Duration of Support, and Conditions for Re-Support

4.1   Level of Support

– Students with excellent academic performance are eligible for support of up to 50% of tuition fees per semester.

– Students with good academic performance are eligible for support of up to 40% of tuition fees per semester.

– Students with fair academic performance are eligible for support of up to 30% of tuition fees per semester.

First-year students may receive support of up to 20,000,000 VND for the academic year 2025–2026 (maximum 10,000,000 VND per semester).

4.2   Duration of Support

– The loan period for tuition support is calculated from the date the student receives the funds until the date the borrowed amount is fully settled for each phase, according to the loan agreement (if applicable).

– If a student wishes to repay the borrowed amount earlier, they must contact the Office of Politics and Student Affairs for guidance.

– The maximum repayment period for the borrowed funds is two (02) years from the date the student completes their study program according to HUFLIT’s standard academic plan.

4.3   Conditions for Continued Support

– Students may continue to receive financial support from the Fund if they meet the following conditions:
Their academic performance and conduct score must not be lower than in the previous review period. In addition, they must have repaid at least 35% of the total borrowed amount before July 31 of each year.

-In cases where a student is awarded a scholarship from the University, priority will be given to deducting the borrowed amount from the scholarship. The student will receive the remaining scholarship balance after fully repaying the loan from the Fund.

II. APPLICATION DOCUMENTS, TIMELINE, AND ALLOCATION
  1. Required Documents

– Application form for tuition fee support loan, with confirmation from the applicant’s parent or legal guardian (attached Biểu mẫu 01);

-A certified copy of the Citizen Identification Card (CCCD) of both the student and the parent/legal guardian who signed the financial support loan documents.

– A certified Curriculum Vitae (CV) verified by the local authority at the place of residence (Biểu mẫu 02);

– A certified copy of the Certificate of Poor Household, Near-Poor Household, or a Certificate of Financial Hardship issued by the local authority where the student resides.

Students are required to submit only one complete set of documents for the first loan application from the Student Support Fund. If the student is approved for continued support in subsequent academic years (meeting the conditions for re-application), they only need to submit the Loan Application Form for the new semester. In cases where there are changes in personal information or family circumstances, students must submit updated supporting documents reflecting those changes.

  1. Application method, time, and submission location

-Students must submit a complete application as specified in Section II.1 of this announcement and finalize their support request documents. For the faculties: compile a list of eligible students applying for financial support loans, along with relevant supporting documents (attached Form 05), and submit them to the Office of Political and Student Affairs according to the following schedule:

– Students on the list approved by the University for support must complete the loan contract procedures (kèm Biểu mẫu 03, Biểu mẫu 04) to receive disbursements from the Fund in stages according to the University’s regulations.

 

  1. Repayment and Handling of Contract Violations

    • Students may repay the Fund ahead of schedule. If they wish to make an early repayment, they should contact the University through the Office of Student Affairs for guidance on the payment method.

    • For any outstanding balances: The maximum repayment period is 2 (two) years from the date the student completes the standard full-course study plan at the University. The repayment can be made in a maximum of 4 (four) instalments.

    • If the maximum repayment period or the term specified in the loan contract has passed and the student still has unpaid amounts, the University will handle violations according to the detailed provisions in the loan agreement.
