Is military study mandatory?

According to Article 12 of the 2013 Law on National Defence and Security Education, the National Defence and Security Education (NDSE) subject is a main-curriculum subject at vocational colleges and higher-education institutions. This subject helps students firmly grasp knowledge about national defence, train the skills and qualities necessary to be ready to protect the Fatherland when needed.

HUFLIT also implements this regulation, organising military study for students to ensure each student fully completes the training programme. After completing the course unit, students will be granted a National Defence and Security Education certificate, which is one of the necessary conditions to be reviewed for university graduation.

Why do students need to study military study?

Military study, or the National Defence and Security Education (NDSE) subject, is a mandatory course unit in the training programme of many universities in Vietnam. This subject not only provides basic knowledge about national defence but also helps students train many necessary skills and qualities.

• Equipping knowledge about national defence – security: Helps students grasp the basic knowledge about the national defence and security situation of Vietnam as well as the regional and world context. Thereby, students enhance their sense of civic responsibility and the spirit of readiness to protect the Fatherland.
• Training necessary skills: During the study process, students practise basic military skills such as drill, tactics, first aid and firefighting. At the same time, this learning environment also helps develop soft skills such as teamwork, adaptability and problem-solving.
• Training discipline and personal mettle: The military environment helps students form the habit of discipline, a spirit of responsibility and perseverance. These are important qualities that support studying as well as future work.
• Expanding relationships: When participating in military study, students have the opportunity to meet and make friends with many people from different faculties or schools. This helps build a network of relationships and create more memorable experiences during their student years.
• Completing graduation conditions: After completing the course unit, students will be granted a National Defence and Security Education certificate. This is one of the necessary conditions to be reviewed for university graduation according to the regulations of many training institutions.

Those who are exempted from or granted a temporary deferral of military study

According to current regulations, some pupils and students may be exempted from or granted a temporary deferral of studying the National Defence and Security Education (NDSE) subject if they meet certain conditions. These cases are clearly stipulated in Joint Circular 18/2015/TTLT-BGDĐT-BLĐTBXH.

Those exempted from studying the NDSE subject

Some students may be completely exempted from this subject if they already have an equivalent level or certification. This is to avoid repeating content that has been trained before.

• Pupils and students with a reserve officer certificate or a graduation degree issued by military or police schools.
• Pupils and students who already have an NDSE certificate corresponding to their training level.
• Pupils and students who are foreigners studying in Vietnam.

Those exempted from taking exams for some NDSE course units

In some cases, students do not need to retake content they have previously completed. This category is pupils and students with a confirmation of study results for NDSE course units or content already studied and achieving 5 points or above on a 10-point scale.

Those exempted from the practical content

Some students may be exempted from the military-skills practical part if health conditions or special circumstances do not allow participation. This regulation is to ensure safety and suitability for each individual.

• Pupils and students with disabilities who have confirmation according to the provisions of the law.
• Pupils and students who are not healthy enough or have an illness in the category exempted from military service according to regulations.
• Pupils and students who have completed military service or people’s public security service.

Those granted a temporary deferral of studying the NDSE subject

Besides the exempted cases, some students may be granted a temporary deferral of military study if they encounter health problems or special personal circumstances. After the temporary-deferral period ends, the University will arrange for the student to study this subject again at a suitable time.

• Pupils and students who must be treated for an illness for a long time, with confirmation from a hospital.
• Female students who are pregnant or on maternity leave according to regulations.

The time of military study

The time of military study at university can differ depending on how each school arranges the programme. However, in general, schools usually organise military study in two common forms: studying interspersed during the semester or studying intensively over a certain period. Specifically as follows.

The interspersed military programme

With this form, the National Defence and Security Education subject will be studied in parallel with other subjects in the same semester. The study time usually lasts throughout a semester and the sessions are arranged according to the school’s schedule. The study location is usually within the school campus or at facilities near the school for the convenience of students’ travel.

The intensive military programme

In this form, students will participate in continuous military study for about 1 – 2 months. During that time, students only focus on studying the National Defence and Security Education subject and temporarily do not study other subjects. Many schools organise the study at national-defence education centres or military training areas, and students may be required to board throughout the study period.

How many times do students study military study?

In the university training programme, the National Defence and Security Education course unit (commonly called military study) is only organised 01 time with full theoretical and practical content according to regulations. Therefore, students only need to participate in military study one single time, usually arranged in the first year of the course.

Are people with heart disease exempted from military study?

Students with cardiovascular diseases such as congenital heart disease, heart failure, valvular heart disease… may be considered for exemption from or temporary deferral of the practical part of the NDSE subject if their health is not assured.
