I. GENERAL PROVISIONS
1. Applicable subjects
Students of the 2021, 2022 and 2023 regular first degree program studying at HUFLIT who are in difficult circumstances, have overcome difficulties in studying and belong to one of the following groups:
1.1. Students who are orphaned of both parents or only one parent but the remaining parent is unable to work;
1.2. Students are members of households belonging to one of the following categories:
– Poor households according to the standards prescribed by law;
– Near-poor households according to the standards prescribed by law;
– Households with average living standards according to the standards prescribed by law;
– Father or mother is a war invalid or martyr and is in difficult circumstances.
1.3. Students whose families are facing financial difficulties due to accidents, illnesses, natural disasters, fires, or epidemics with confirmation from the People’s Committee of the commune, ward, or town where they reside.
2. Terms and conditions
Students of the 2021, 2022 and 2023 regular program with a first degree studying at HUFLIT who are in difficult circumstances and have overcome difficulties in studying and belong to one of the three groups (1.1, 1.2 and 1.3) must satisfy the following conditions:
2.1. Students with Vietnamese nationality.
2.2. Students of the 2023 course who complete the first two semesters have an academic rating of good or higher (2.5/4) and a training score of 70/100 or higher (taking the results of the 2023-2024 school year).
2.3. Students of the 2022 and 2021 courses have 3 consecutive semesters with academic results of good or higher (2.5/4) and training scores of 70/100 or higher (taking the results of semester 3 of the 2022-2023 school year and semesters 1 and 2 of the 2023-2024 school year).
2.4. Students must commit to graduating according to the standard study plan for the entire course. In case of force majeure, students can graduate late but not more than 06 (six) months according to the standard study plan for the entire course and must have an explanation and be approved by the School.
2.5. Final year students must ensure graduation requirements for relevant mandatory certificates (foreign languages, information technology, national defense education, physical education).
2.6. Students are not currently subject to disciplinary action at the level of reprimand or higher; have not violated the school’s regulations, rules, or internal rules, or the State’s laws up to the time of consideration for support.
3. Support methods
The school lends students money to pay tuition fees by bank transfer.
4. Support levels, duration and re-support conditions
4.1. Support rate
- Students with excellent academic results are supported up to 50% of tuition fees/1 semester ;
- Students with excellent academic results are supported up to 40% of tuition fees/1 semester ;
- Students with good academic results are supported up to 30% of tuition fees/1 semester .
4.2. Support period
- The term of the tuition support loan is the period of time calculated from the date the student begins to receive the money until the date of final payment of the borrowed amount through each stage according to the loan contract (if any);
- When students need to pay off the loan from the Support Fund early, they should contact the Student Affairs and Politics Department for instructions;
- The maximum repayment period for student loans is 02 (two) years from the date the student completes the full-time standard study plan of the School.
4.3. Conditions for re-support
- Students are eligible for continued support from the Fund when they meet the following conditions: Academic results and student training scores are not lower than the level in the previous review. At the same time, students have repaid 35% of the total amount borrowed before July 31st of each year;
- In case a student receives a scholarship from the School, the School will give priority to paying off the loan from the Fund. The student will receive the remaining scholarship after fully repaying the loan from the Fund.
II. DOCUMENTS , TIME AND QUANTITY OF ALLOCATION
1. The profile includes
- Application for support to borrow money to pay tuition fees, with confirmation from the father, mother or legal guardian (attached Form 01);
- Certified copy of Citizen Identification Card (CCCD) of Student and Parent/Legal Guardian signing on loan support documents;
- CV certified by local authority of residence (attached Form 02);
- Certified copy of Poor Household Book or Near-Poor Household Book or Certificate of Difficult Circumstances from the locality of residence.
Students of the 2021, 2022 and 2023 classes only need to complete 01 complete loan application from the Fund for the first time requesting support. If the School approves continued support for loans in the following school years (if the conditions for re-borrowing are met), students only need to submit an Application for support for borrowing money to pay tuition fees for the new school year. In case of any other changes, students must supplement the newly changed documents.
2. Method, time and place of application submission
- Students must submit a complete application as prescribed in Section II.1 of this Notice and complete the application for support and submit it to the Office of the faculty they are studying at before 4:00 p.m. on July 22, 2024.
- Students on the list approved by the School for support must complete the loan contract procedures (attached Form 03, Form 04) and will be paid by the Fund in stages according to the School’s regulations.
- For faculties: Compile a list of students eligible for support funds and related documents and evidence (attached with Form 05) and submit to the Office of Politics – Student Affairs no later than 4:00 p.m. on July 31, 2024.
3. Debt repayment and contract breach handling
- Students can repay the loan to the Fund in advance. When there is a need to repay the loan in advance, students should contact the School through the Office of Politics – Student Affairs for instructions on payment methods.
- For outstanding balances: The maximum repayment period is 02 (two) years from the date the student completes the full-time standard study plan of the School. The maximum number of repayment periods is 4 (four).
- In case the maximum prescribed period or the repayment period according to the loan support contract has passed, the student has not yet fully repaid the borrowed amount, the School will handle the violation according to the detailed regulations in the loan support contract.

Ho Chi Minh City University of Foreign Languages and Information Technology requests that faculties, functional units, Youth Union and Student Association organizations fully and promptly inform students of the 2021, 2022 and 2023 courses to strictly implement this notice. The school will not consider resolving cases of late application submission compared to the deadline stated in the notice./.
