Announcement on Tuition Loans from the HUFLIT Student Support Fund, Academic Year 2026–2027

I. GENERAL PROVISIONS

1. Eligible applicants

Full-time first-degree students currently enrolled at HUFLIT who face financial hardship, show determination in their studies, and fall into one of the following categories:

1.1. Students who have lost both parents, or who have lost one parent while the surviving parent is unable to work;

1.2. Students who are members of a household in one of the following categories:

– Poor households as defined by law;

– Near-poor households as defined by law;

– Households with an average standard of living as defined by law;

– Households in which a parent is a war invalid or fallen soldier and which also face financial hardship.

1.3. Students whose families face financial hardship due to accident, illness, natural disaster, fire or epidemic, as certified by the People’s Committee of the commune, ward or special zone of residence.

2. Conditions

Full-time first-degree students enrolled at HUFLIT who face financial hardship and show determination in their studies, and who fall into one of the three categories (1.1, 1.2 and 1.3), must also satisfy the following conditions:

2.1. The student holds Vietnamese citizenship.

2.2. First-year students of Intake 32 – 2026 admitted to HUFLIT under their first preference in the 2026 admissions round, who face financial hardship, show determination in their studies, achieved a Grade 12 transcript score of 7.5 or above, and hold a Good conduct rating.

2.3. Students of the 2025 intake with results over 02 consecutive semesters rated Good or above (2.5/4) and a training score of 70/100 or above.

2.4. Students of the 2024 and 2023 intakes with results over 03 consecutive semesters rated Good or above (2.5/4) and a training score of 70/100 or above.

2.5. Students must commit to graduating on schedule according to the standard programme study plan. In cases of force majeure, a student may graduate late by no more than 06 (six) months relative to the standard study plan, subject to a written explanation approved by the University.

2.6. Final-year students must satisfy the graduation requirements for all relevant compulsory certificates (foreign language, informatics, national defence education, physical education).

2.7. Students must not be subject to any disciplinary measure of reprimand or above, and must not have violated the University’s regulations, rules or internal policies, or State law, as at the time of consideration.

2.8. Other special cases shall be decided by the University Council.

3. Form of support

The University lends students money to pay tuition fees by crediting the amount to the student’s financial account.

4. Support limits, duration and conditions for renewal

4.1. Support limits

– Students with excellent academic results receive up to 50% of tuition fees per semester;

– Students with very good academic results receive up to 40% of tuition fees per semester;

– Students with good academic results receive up to 30% of tuition fees per semester.

– First-year students receive up to VND 20,000,000 for the academic year 2026–2027 (maximum VND 10,000,000 per semester).

4.2. Duration of support

– The loan term for tuition support runs from the date the student first receives the funds until the date all borrowed amounts are settled in each phase under the loan contract (if any);

– Students wishing to settle their Support Fund loan early should contact the Department of Political Affairs – Student Affairs for guidance;

– The maximum repayment term is 02 (two) years from the date the student completes the University’s standard programme study plan.

4.3. Conditions for renewed support

– Students continue to receive support from the Fund provided that: their academic results and training score are no lower than at the immediately preceding review; and they have repaid 35% of the total outstanding loan before 31 July each year;

– Where a student receives a scholarship from the University, the University will give priority to applying it against the Fund loan. The student receives the remaining scholarship balance after the Fund loan has been fully repaid.

II. DOCUMENTS, DEADLINES AND ALLOCATION

1. Documents required

– An application for a tuition loan, certified by a parent or legal guardian (see Form 01);

– A certified copy of the ID card of the student and of the parent/legal guardian signing the loan documents;

– A curriculum vitae certified by the local authority of the place of residence (see Form 02);

– A certified copy of the poor or near-poor household certificate, or a certificate of financial hardship issued by the local authority of the place of residence.

Students need only prepare 01 complete set of loan documents for their first application. If the University approves continued lending in subsequent academic years (subject to meeting the renewal conditions), the student need only submit the tuition loan application for the new semester. Should any details change, the student must supplement the file with the updated documents.

2. Submission method, deadlines and location

– Students submit the complete documents specified in Section II.1 of this announcement and complete the support application. Faculties shall compile the list of students eligible for Support Fund loans together with the relevant documents and evidence (see Form 05) and submit them to the Department of Political Affairs – Student Affairs according to the following schedule:

– Students on the University’s approved support list must complete the loan contract documentation (see Form 03 and Form 04), with the Fund disbursing in phases in accordance with University regulations.

3. Repayment and handling of contract breaches

– Students may repay the Fund ahead of schedule. To do so, students should contact the University through the Department of Political Affairs – Student Affairs for guidance on payment methods.

– For any remaining outstanding balance: the maximum repayment term is 02 (two) years from the date the student completes the University’s standard programme study plan, over a maximum of 4 (four) instalments.

– Where the maximum term or the repayment term under the loan contract has expired and the student has not repaid all borrowed amounts, the University will handle the breach in accordance with the detailed provisions of the loan contract.
