GOLDEN MILESTONES IN THE 30-YEAR JOURNEY OF CONSTRUCTION AND DEVELOPMENT OF THE HUFLIT PARTY COMMITTEE
Together with the founding and development of the Ho Chi Minh City University of Foreign Languages – Information Technology (HUFLIT), the Party Committee of the University has always affirmed its leadership role in the mission of building the University into a leading national university in training students via the strategic tools of “foreign languages” and “information technology.”
HUFLIT was established on October 26, 1994, originally the Saigon Foreign Languages and Information Technology School (established in 1992 under the Ho Chi Minh City People’s Committee), founded by Distinguished Teacher – Senior Lecturer Huỳnh Thế Cuộc. The University had the honor of inviting Professor – People’s Teacher – Labor Hero Trần Văn Giàu to serve as Honorary Chairman of the Founding Council.
From the very first days of establishment, HUFLIT determined “foreign languages” and “information technology” as the two tools to help students create a competitive advantage and career development. That is the reason HUFLIT teaches majors in foreign languages and was the first non-public university to apply and teach information technology (IT).

The Party Committee of Ho Chi Minh City University of Foreign Languages – Information Technology (HUFLIT) was established on November 09, 1994, less than 20 days after the Prime Minister signed the decision establishing the University. The predecessor was a Party cell directly under the Party Committee of the Education and Training sector at that time. The first Party cell secretary was Comrade Huỳnh Thế Cuộc.

With the efforts of Party members and support from the University’s Board of Management, leadership, the Cell has done well in Party building and recruitment of Party members. In addition to accepting transferred Party members, the earliest cohorts of Party members were recruited at the school. In 2000, the Party cell was upgraded to a Party Committee. From a cell with 3 initial Party members, up to now, after VII Party Congresses of the University Party Committee, there are 139 Party members participating in 12 Party cells and 5 affiliated political-social organizations.

Over the past 30 years, the Party Committee of the University, together with the University Council, the Board of Rectors and other political-social organizations in the University have continuously strived with the mission of training learners who are capable of lifelong learning, to become global citizens who can adapt and contribute positively to a changing society; who have awareness to develop themselves, especially in foreign languages and information technology, through real experiences and vision oriented toward serving society; who know how to love and cherish life; who can reinvent themselves and achieve happiness & freedom through intellect and ethics.
Contributing to achieving the goal of comprehensive education, contributing to promoting the university’s development toward becoming a multidisciplinary university, responding to the demand to train high-quality human resources capable of regional and global integration; promoting internal unity and solidarity to successfully fulfill the assigned tasks and targets.

Party building work has always been identified by the University Party Committee as a key link to stabilize and develop the University’s Party organization. Throughout the process of development, the Party Committee has especially paid attention to content and measures to build the Party Committee and sub-cells always clean, strong in all aspects; ensuring consistency, synchronicity, integrity, and interconnection in organization and operations; strengthening the capacity of resilience, preventing and eliminating all risks of degeneration, “self-evolution,” “self-transformation.”
Recruitment of Party members has always been determined by the University Party Committee as a regular political task. Accordingly, the Party Committee has focused on leading the raising of awareness, strictly implementing principles, regulations, and procedures in training, sourcing, and admitting Party members; clearly defining responsibilities of each Party cell, each affiliated organization. Building standards for outstanding members suitable to the training specialties.
At the same time, educating students to have pride in their University, their major, and distinct striving orientation in study; actively participating in university clubs and groups and being proactive in social activities.
The University Party Committee regularly organizes diverse forms of learning and thoroughly propagates the directives and resolutions of superior Party committees to all Party members, faculty, staff, and students in the University so that each Party member must be a political nucleus, and each staff, worker, and student is a model of love for homeland and country.

Learning from and emulating the moral example and style of Hồ Chí Minh together with the movement “Each teacher is a moral example of self-study and creativity” has always been transformed by the Party and mass organizations into concrete activities and has achieved many good results, deeply spreading among Party members, staff, workers and faculty in the University. The University Party Committee was honored by the City Party Committee of Ho Chi Minh City to be recognized as a “clean and strong exemplary Party organization” for six consecutive years from 2002 to 2007.

Under the leadership of the Party Committee, the Trade Union, the Communist Youth Union, the Vietnam Students Association, the Veterans Association, and the University’s military command coordinate closely with the Board of Rectors and units to organize cultural, arts, sports activities, encourage faculty and students to fulfill excellently the assigned tasks. The political-social organizations have all performed excellently for many years, being recognized by competent authorities and honored with many certificates from City and Central levels. Especially, the University Trade Union was awarded the Third-Class Labor Order by the State in 2012.

To date, the Party Committee has gone through 7 Party Congresses; the VII term (2020 – 2025) marks many bold transformations for the University, when HUFLIT becomes a full university with 9 faculties, more than 20 training majors, diversified specializations, students studying at central campus and nearby districts. The University has also signed a total of 215 memoranda of understanding (MOU, MOA) with partners who are top enterprises in various fields and international universities.
It has achieved institutional quality accreditation and accreditation of key training programs of the University.

Besides continuously improving training quality, study experience, and investing in facilities, the Party Committee, Board of Rectors, and University Council always place student care among top priorities. HUFLIT has promulgated support and incentive policies for students such as not increasing tuition fees, implementing many scholarship programs with a scholarship fund over VND 11 billion. In the 2024–2025 academic year, HUFLIT has launched a “Student Support Fund” with a total value of VND 13 billion.
With this support fund, students are considered for “loaning money” to cover tuition without interest.

After 30 years of construction and maturation, we are proud of the accomplishments achieved, increasingly affirming the pioneering role of the Party organization in the education mission and development of the University. Entering a new phase, the University Party Committee confidently continues steadfastly on the path of building a clean, strong, exemplary Party organization in political–ideological education and continuously improving the quality of leadership cadres, aiming to successfully organize the Party Congresses at all levels, leading to the 8th University Party Congress for the 2025–2030 term.
Affirming that the Party’s correct leadership is the foremost factor determining revolutionary victory, it is the banner that gathers the strength of great national unity for striving toward a Vietnam of “prosperous people, strong country, democracy, justice, civilization.”

The collective Party Committee will continue to coordinate closely with the University Council and Board of Rectors, determined to develop HUFLIT strongly and sustainably, becoming a symbol of prestige and educational quality, deserving the trust of the Party, the State and society, confirming the pioneering position of the first non-public university in the South.
